Zhengzhou International “郑开同城 自贸通办”正式启动

 

Uniformity of treatment between Zhengzhou and Kaifeng on FTA( Free Trade Agreement) was launched on the morning of May 12 .Since then, Zhengzhou and Kaifeng, two Free Trade Pilot Zone in Henan, have achieved cross-district access to enterprise-related administrative examination and approval services.

5月12日上午，“郑开同城 自贸通办”正式启动，自此河南自贸试验区郑州、开封两片区实现涉企行政审批服务事项跨片区通办。

 

The first batch of general affairs includes 255 items, covering the whole lifecycle of enterprises, such as establishment, project construction, enterprise management and cancellation, etc., including establishment registration of foreign-invested companies, tax registration, enterprise investment filing, issuance of certificates of origin and export tax rebate (exemption), etc.

首批通办事项共255项，涵盖企业设立、项目建设、企业经营、注销等企业全生命周期，包括外商投资公司设立登记、税务登记、企业投资备案、原产地证书签发、出口退(免)税等。

 

At the same time, online services accounted for more than 98% among the 255 general services. For online services, enterprises are encouraged to handle offiairs online. Zhenghzou and Kaifeng should strengthen the consultation and guidance through the internet, telephone and offline. For offline matters, the government provide on-site assistance, long distance acceptance, free mail, and other services for obtaining licenses in other places to achieve city-based treatment. For certification matters, online verification services are provided to obtain certification materials on the spot and realize mutual recognition in different places.

同时，255项通办事项中，网上可办事项占比达98%以上。对于网上可办事项，鼓励企业线上办理，两片区加强网络、电话和线下的咨询辅导;对于线下办理事项，提供现场帮办、异地受理、免费邮寄、异地领证等服务，实现同城化待遇;对于证明类事项，提供网上核验服务，实现当场领取证明材料、异地互认。
