Cross-border E-commerce Model in Zhengzhou

This is unimaginable four or five years ago when the common people had to ask friends abroad or find online shopping services to buy overseas goods, which was actually time consuming and provided no quality assurance. Now, the emerging of cross-border e-commerce makes all things change. It brings imported goods from a great distance to be as close as at hand for ordinary people, providing them with a more international living style.

  Just by one click or scanning a QR code with your mobile phone, you can get anything you want in your shopping cart. Many cross-border E-commerce enterprises stock up their goods in Zhengzhou Bonded Zone. Once there is a deal made, they deliver the oversea products directly from the Bonded Zone to people’s homes. From placing an order to getting the commodity in hand, it takes no more than 24 hours. In addition, there are more Experience Stores and Direct-purchase Stores of imported goods springing up across Zhengzhou.

  Catch hold of opportunity and take advantage of potential. As a new-type trade, cross-border E-commerce has become one of the major platforms for Zhengzhou’s opening up and development.

  On August 11th, 2012, Zhengzhou cross-border E-commerce pilot (E-commerce pilot) program was approved.

  In July 2013, Zhengzhou E-commerce Pilot Area started a trial run; In December 2013, Information Platform of Zhengzhou E-commerce Pilot Program was put online; In March 2015, transaction on E-commerce Pilot Platform has firstly exceeded one million orders a day across the country,

  In the executive meeting of the State Council on Jan. 6th, twelve cities, including Tianjin, Shanghai, Chongqing and Zhengzhou, were approved to establish new Cross-border E-commerce Comprehensive Pilot Zones, aiming to support the international trade through a new business mode. From then on, national strategic platform of China (Zhengzhou) Cross-border E-commerce Comprehensive Pilot Zone was officially formed.

  In May 2017, Henan Bonded Group started to run the independently developed “Global Buying and Selling Website” and “Trade Single Window” service platform. Zhengzhou Cross-border E-commerce clearance efficiency was improved again with 500 orders completed at most in a second.

  From the business test started in July 15th, 2013 until June 1st, 2017, there were 161,973,100 closed deals of import and export of Zhengzhou E-commerce with value of goods about RMB 14,197 million.

  At present, Zhengzhou has developed into a “Zhengzhou Model” in cross-border E-commerce industry. In particularly, the pioneering 1210 Clearance and Supervision Mode in Zhengzhou was popularized nationwide; “Three-Onepass Service” in Customs and CIQ bureau, “Mechanism of Random Control and Random Inspection in Clearance”, “High Customs Clearance Efficiency” of Zhengzhou together with the optimized PPP operation mechanism that dynamically integrates the central enterprises, local state-owned enterprises and private capitals become the leading examples across the country.

  JMEI, NetEase-Kaola, XiaoHongShu, Miya (Mia), VIPS and other high-class E-commerce enterprises gather in Zhengzhou, forming a remarkable industrial cluster. In September 2014, JMEI, a well-known cross-border E-commerce corporate, settled its warehouse in Henan Bonded Logistics Center and opened a Fast and Tax-free E-store. Li Jiace, the vice-general manager of Central China Region in cross-border business division of JMEI, said that JMEI had stimulated the upstream-downstream industrial development of warehousing, logistics, packaging and advertising of Zhengzhou, providing jobs for about 100 thousand people. In future, it will gradually expand the business scope and scale relying on the existing mature businesses, and establish the headquarter of Central China Region in Zhengzhou.

  XiaoHongShu, China’s biggest oversea shopping and sharing community, impresses us with its fast development from nothing to prosperity. Zhengzhou has contributed a lot to its fast growth.

  “We set a bonded warehouse here because of its excellent location and prosperous logistics. But such a rapid growth momentum is never predictable”, said Di Aming, head of the Zhengzhou Branch of XiaoHongShu, after a data comparison of XiaoHongShu’s outstanding development-From March 2015 to now, XiaoHongShu has increased the warehouse area in Zhengzhou Bonded Zone from 4,200 m2 to 33,000 m2, packaging production lines from one to seven, employees from 40 to over 600, registered commodity items from 400 to 16,000, and it also packages daily goods from 300 sacks to 40,000 sacks on average with a production peak of 200,000 sacks. In addition to improving the quality of people’s life, the cross-border E-commerce service also provides more startup channels and working opportunities.

By 2018, Henan Province will strive to set up 50 provincial cross-border E-commerce incubation bases, 100 provincial cross-border E-commerce demonstration zones, 100 provincial public overseas warehouses, develop in priority 1,000 cross-border E-commerce enterprises to realize the goal of the annual turnover volume of E-commerce over RMB 1.5 trillion, with 300 billion coming from cross-border business. Cross-border E-commerce development of Henan ranks the forefront among the middle and western regions of China, setting up a successful model that is also applicable to the middle and western regions.
